Threshold was founded in 1973 by the University of Rochester’s Department of Pediatrics, the agency is the only comprehensive service provider for youth and young adults in the Rochester area. Each year, over 5,000 primarily at-risk adolescents and young adults ages 12-25 are served at the downtown site and thousands more through satellite locations and outreach. Threshold offers several programs and services, closely integrated to serve the multiple needs of at-risk youth: Complete health services including family planning, a high school equivalency program, (2) vocational programs, computer training, substance abuse prevention counseling, individual and group counseling, health education and community outreach.

Services are provided by a diverse and culturally competent group of caring adults. The professional staff includes: physicians, nurse practitioners, teachers, social workers, vocational specialists, drug prevention counselors and health educators, volunteers and college interns.

Threshold is licensed by the New York State Department of Health as an Article 28 Diagnostic and Treatment Center and by the Office of Alcohol and Substance Abuse Services as a Drug Prevention Center.
